Marks the prefix non-production from the next whole UTC hour (§9).
It need not have namespaces under it yet: mark staging before its
first judgment. Marking a marked prefix changes nothing. At most 20
are marked at once (conflict). Needs a read_write key scoped to
the whole organization (*), which only admins and owners create;
any other key is forbidden. Audited as org.nonproduction.

An organization API key. Keys carry a role (read_write or
read_only) and may be restricted to a namespace prefix such as
acme/*, or to one namespace such as acme/prod/tenant_1. A prefix
matches on a / boundary: acme/prod/tenant_1* covers
acme/prod/tenant_1 and everything under acme/prod/tenant_1/,
never acme/prod/tenant_12.
Path Parameters
A prefix of namespace names ending in /, with every / sent as
%2F: acme%2Fstaging%2F. The template form acme%2Fstaging%2F*
is the same prefix.
Namespace characters ending in /, not the whole organization:
acme/staging/. acme/staging/* is accepted and stored as
acme/staging/.
