The prefixes the organization marked non-production, such as
acme/staging/, oldest first (§9). A namespace under one counts
toward the tenant fee only for judgments made while it was not
marked, and a template’s calibration pool leaves out its tenants
under one, unless the template is itself under it (§7.7). Judging
there is billed as usual. Any key of the organization can list them.

An organization API key. Keys carry a role (read_write or
read_only) and may be restricted to a namespace prefix such as
acme/*, or to one namespace such as acme/prod/tenant_1. A prefix
matches on a / boundary: acme/prod/tenant_1* covers
acme/prod/tenant_1 and everything under acme/prod/tenant_1/,
never acme/prod/tenant_12.
