What the labelling queue would draw from (§6.10): the answers of the
version answers are read as, in its current engine epoch, split into
10 equal-width bands of their raw value (p, or the most probable
option’s or level’s probability). Per band, the answers, the
documents already labelled from the queue for their current answer,
those leased to someone, and those available. It hands out nothing,
and it is on every plan.
A judgment with a non-zero horizon has no queue
(invalid_request): its answers are predictions about what happens
next, which nobody can label today.

matches on a / boundary: acme/prod/tenant_1* covers
